That is cute. This is achieved using the OEM logo registry key and so you can create your own custom graphic if you like.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Media Center\Start Menu OEMLogoUri
I used to to run a weather app which would place forecast icons in this spot. It worked well and was really useful, but then The Weather Channel turned off their free data feed which killed off the app.

Hi, I downloaded this and unrared it, but I could not install it. You only need the registry entry and the PNG graphic file.
Copy the file to your hard drive. Then create the registry entry which specifies the path to the PNG file; e.g.
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Media Center\Start Menu] OEMLogoUri = "file://c:\windows\system32\VGX-XLpedia.png"
